Hell collaborates with Heaven to create a new program to rehabilitate the people in Hell to go to heaven. The devil acts as a sort of therapist to the sinners, including history's worst. After all his possessions, his patients ask him if they're ready to go to Heaven. The answer is always no. The Devil questions god why he would make such a punishment, where these people are given false hope to rise from a black and white system.
